I have no idea what your trying to do here but this code is extremely wrong. The parts I couldn't understand I left out but here's the correct syntax.

Public Class Form1
    Public a As Integer = 1
    Sub main()
        Me.WindowState = FormWindowState.Minimized
        System.Threading.Thread.Sleep(300)
        While Not (a = 0)
            If (loopc() = -1) Then

        System.Threading.Thread.Sleep(300)
        Me.WindowState = FormWindowState.Maximized
    End Sub
    Function loopc() As Integer
        loopc = -1
    End Function

I found 1 obvious error: Class ClassName1
Should be Class Class1.
