RE King Dopey

Ever since I got demoted this one ban this doesn't feel well to me. @King Dopey was banned because of this report and has had 2 disputes ever since.

Dispute 2: King Dopey - Recovery

I've had chats with him on Discord/Skype aswell but can't find those anywhere now.

My wishes here are for you, Gen/Char, to look into the evidence once again and see if he was banned correctly and if not, correct my mistake.

After discussing this with staff and looking more closely at the 'Home IP' match, we believe this is a public IP. There also isn't any other evidence to link the users.
