I can send them, and I know I can because I have a copy of then when I send.

What I can't do is recieve them. People have been saying that they're sending me PM's, but Im not getting them:/

Go to Usercp. On the side panel, click Options. Scroll down and see if your private messaging is enabled. Also, uncheck the box named "Receive Private Messages only from Buddies and Moderators".
