Rate my rune tank? (advice?)

I've made this account a long time ago, and it's only been members once (hence the terrible members stats). This is, beyond anything else, a straight up pking account, it has been since I made it; I was never worried about non combat stats, so they're low. I also never plan on making this members until I get 99 ranged and magic.
Now, I'd like a rating 1-10 (1 being bad, 10 being good) and if you have any suggestions or comments I'd like those aswell, thanks.

To be honest you should just get members, the training will be much faster, you will be able to make more money, and it really doesn't cost that much.

 

Get 94 Magic , 90+ Ranged 70+ defence , Get hand cannon etc etc and then you should be fine providing your a decent pker.

 

Like I said, the account is staying f2p until I get 99 range and mage, it's most likely staying 40 defence aswell. thanks though.
