    If this isn't a home IP match atleast he deserves a TWC for no home IP.

    You claim there's lack of proof yet you (the staff team) has TWC'ed others for no home IP aswell based on just an IP, so how is this user any different? I specifically reported him for either TWC evasion, or the use of proxies.
