I don't think the rapier is much better in comparison, especially when you lose the ability to poison.

 

Well let’s use some math to figure this out.

Duels are supposedly 50/50.

Tent whip is +90 with a naked max hit of 25 at 99 strength.
Rapier is +94 with a naked max hit of 26 at 99 strength.

The difference in accuracy is +4.44% for the rapier and the difference in max hit (or even simply rolling a higher hit) is +4% for rapier. So right off the bat you’ve changed that 50/50 to 58.44/41.56.

As far as poison is concerned, most duels don’t last long enough for a poison tick to hit and even if they do we can assume that 99 hp vs someone with 95 hp (account for one poison tick of 4) is a difference of 4.2% with that favor going to the tent whip.

So even if you get a poison tick the difference is 54.24/45.76 in favor of the rapier.

A 4.24%-8.44% better win ratio over the course of 1k raids is 42-84 wins. So based on what you normally bet that could be millions or even billions in winnings. May the odds be ever in your favor.
