Notice his post, he's quoting vouches that were made for another user. Talking to him currently about a deal, he's very eager to get paid ASAP. A ban sooner rather than later would be good, to prevent anyone from being scammed by this user.

 

I blame Gracious if this guy manages to scam anyone.

 

I don't see why the blame would be put on a member of staff. They reactively deal with people like this as reports come. It would be an incredibly tedious task to trawl the forums in search of people like this.
Here's hoping potential victims are attentive enough to spot the fake vouches before he manages to make off with some money. The only person to blame is the scammer, though.

 

He clearly saw what is going on but yet still doing nothing.
