Quote on starting character from scratch

[DexterF]

How much would it cost to get a new character 1-80 Attack and 1-80 Dungeoneering?

[Kindle]

People would do 1-80 dung for ~70M, but the 1-80 attack depends on the strength and defence levels. For example, if you were at 1 and 1, the cost wod be 100m+ as they would need to soulwars it

[Benneato]

I could probably do both for ya.
