I think herblore could be the fastet 99, like 350k an hour but under 1 condition, if your rich as hell.

cooking would be first i got cooking in about 5days from 70 with cooking gunlets

fletching is second i got 99 in about 5 days to vary easy

firemaking is third i did magic logs but was alot money like 10mil but i started at 80+

woodcutting fourth took short time with stealin creation axes and maples but know there is ivy i got 99 when ivy wasent out so i didn maples

fishing fifth its vary fast if you do monks but im doing sharks to 99 im 92 atm
