How come it is against the rules to sell a runescape account on sythe then scam it back after a while ,
yet your allowed to find a luring partner and scam the runescape community ?

Onto your question:

Users will be banned permanently for the following:

• Scamming: Or any suspicious behavior similar to scamming (attempting to scam), this includes RuneScape name Sniping. This also includes:
  • Using Sythe as a means to lure other Sythe members will result in a permanent ban. However, luring done without the use of Sythe is fine
  • Impersonating other members, and any other similar behavior
  • Impersonating ranks through the use of your signature

I've bolded the rule that highlights the rule in regards to luring. I'm not sure what differentiates the effect of doing finding a partner on Sythe to lure the RuneScape community, and not being able to lure other Sythe members as both seem like scamming to me, but I'm most inclined to believe it's because we can't control that as it is off-site, which would make it extremely hard to monitor.
