Public records not public?

So im trying to find some information on a certain guy that i live near and im trying to get ahold of his criminal record. Ive found his address and I know his parents names and such but when i go to pull his criminal record online every site ive tried wants to charge me about $35.

anybody know of a way to get a persons criminal record and a background check for free?

I don't know of its legitimacy, because I don't know any murderers to type in and test it.

 

maybe check with your police department, some guy in my neighborhood does something for juvenile center and has accessed crimes through that so maybe a police dept. would have records on adults

I thought it was called Public Records, for being records about the public.
Not necessarily being FOR the public?

Edit: that site isn't really accurate.
My brother has WAY more offense that what the site shows, it only shows 1 offense for Traffic. It's missing about 5+ offenses
