The reason I am not going for 99 Magic is because I have little time left on my membership and do not wish to purchase another one for financial reasons.

I'm going to leave it at Level 1. =]

60 Attack would bring me to Level 76 Combat, I do believe, and I would require quests that gain prayer in order to benefit from all the perks of 60 Attack, thusly increasing my Combat further than intended.
