Don't know whether this belongs here, nonetheless, has anyone had an issue with sending payments through paypal to specific countries? Just had a user claim this whilst Middle manning.

Had this happen to an Israeli paypal (AmitZ).
It could be, just let them call up pp.

 

I've never personally experienced this problem, but I have heard about it before.

Don't some countries not allow PayPal, like Serbia?

 

some countries only allow goods/service payments, no family/friend payments

It's probably something related to what Divica said, China for example doesn't allow to send for family/friends payments.
