As you can see by the pictures, he DOES NOT deny losing 150 ELO.
(He started at 1650. 1650 - 150 = 1500. I thought ELO boosters were supposed to boost your ELO. Not drop it.) He then accuses me of being "unfriendly" and deletes me. Leaving my account -150 from where it originally was. He deletes me and won't accept my friend request.

This incident happened BEFORE Season 3 started up and before the new Division update came into place. I was at 1650 and asked for a boost from Mero to 1700. He said he would do it for $13. He said he would finish it since it was 50 ELO then I can pay him. He basically goes first. I gave him full access to my account.
I let him buy whoever he wanted to buy. So he bought Rumble and many other Champions on my account. After awhile he complained about my account having a "limited champion pool". No where in his thread did he post saying you HAD x amount of champions.

I let him buy whoever he had to buy to boost my ELO. And he did so by buying Rumble (his "main") and Corki. Dates match.

I do not wish for him to be banned. I just want the job done. Right now my account sits at Gold II because he dropped my ELO so low. I think him boosting my account to Plat V would be fair.

No, he did not pay for the order, but the person providing the services for dumbfounded said it would be an easy order to do, during which time, he stalled for several days, and then left dumbfounded's accout with less than the amount that the account originally had. They agreed that he would do the service first and then dumbfounded would pay, but the fact that he LOST the "currency" or whatever it is for dumbfounded and then deleted him, that's why dumbfounded is annoyed.

I personally don't play that game so I put it into words that made sense to me from what he told me and what i gathered from what he wrote himself.

Sadly, there's nothing I can do since technically nothing was paid for and there's a possibility he just didn't want to play free games. However, I'll give him a TwC because if the services had been paid for and he took this long without any updates he'd likely be banned.
