I think even if he does pay it back, he took the money with ill intentions and pretty much had a free loan with no interest. I'm sure that the staff, especially when Karl was a great influence, when making a decision on Plznate's pardon, came to a great conclusion, and they should also use this as a precedent for Karl's pardon.

Did you forget his mother threw him into a random road side ditch when he was like age 2 or 3? Karl, of course, did not remember, due to the baby amnesia that a majority of the population goes through. He was thrown into a foster home, and adopted. Even then, his new parents didn't like him. However, if they gave the kid up after adopting it, it would be a big court battle and they'd owe child support. They figured it would be easier to let the kid have bare bones minimum in their household than to shell out an absurd ridiculous amount of money for child support.

Karl is most definitely not going to pay this back, and if he does, on Article 2, Clause 5 of the contract he signed, he agreed that he would fully resign from all future moderator activities. In addition, he has to forfeit 50% of his liquid assets after filing Chapter 8 bankruptcy.
