The layouts look extremely similar, and banned account has ban evaded many times more on other accounts too. I suspect that this is a ban evader. If not, current account's gold shop has countless people accusing him of refusing to use an OMM, as well as an OMM himself (video) confirming refusal, despite his Terms. TwC at least.
