PayPal Trouble, PLEASE HELP!

I just signed up a Paypal account and added my credit card last night, but I checked my card balance a few minutes ago and there were 11 or 12 $1 fees all from Paypal, does anyone know what these are for? Or how to reverse them?

PS. My original balance was $50, now it's $37.

I believe you're either talking about a bank card or debit card. Credit cards generally have no limit, as you are borrowing money to pay back later.
