Yes and no , it requires supplies that sell on the GE, then you do a task as many times as wanted. The supplies do sell but do have a limit . The method is steady and has no chance of it crashing in the near future.

Since skillers are even weaker then pures, and they can do it, i think that should answer your question.

he doesnt mean you have to have a skill under level 30. He means that this guide requires that you have a certain skill at a certain low level (of course it could be higher than 30). He says "below 30" to emphasise the fact that it is easy to get.
