paypal chargeback Scam/Ban evader

Story: He wanted to buy 40m, showed 2 pieces of his I.D and was paying 2.5$/M so i agreed, he had the opertunity to scam a few bonds but he didn't so i thought he was legit...1 week later he claimed it wasn't him that sent the money. His original sythe profile got banned recently, so might as well ban his new 1 as well. Hopefully i'll win this dispute considering he wasn't on a vpn and is underage, and i have proof it was him, but paypal is cancer so you never know.
