"Pay Back to Return"

As I previously stated, my account was hacked into and used to scam.

Ryan, the moderator who looked at my first dispute acknowledged this. He said "it definitely looks like this account was accessed from a place that was different from your registration location prior to the ban."

He then said "You'll have to repay him if you want to return."

How would that make any sense? I wasn't the one who scammed him. My account was involved only because it was hacked. Why would I repay someone for something that I had nothing to do with?

You are responsible for your own stuff. If it is your account that gets hacked and scams someone, you are responsible. Pay the victims back and then come back.
