Why you think they are ban evading: Paypal address contains the same name and the way I was scammed was the same. He got the pictures off of a website, then put a notepad in the corner with his name claiming he owned them.
Proof:
Look at the name of the person the money was sent to.
Look at the new paypal address he uses now.
