Why do you think they are ban evading:
Take with a pinch of salt as this might raise eyebrows might not unsure if enough proof to compare with, apologies to pandamagic if he isn't the same person I just felt like this was enough to raise a case about

pandamagic thread: 9 HP 10 Year Vet.
squidmeister thread: 9 hp 10 year vet account
luffyftw thread: 9 hp 10 year for sale

It looks like these accounts are all selling the same 9 hp 10 year veteran account
On all three accounts stat pictures the username is the exact same length (the colon for the username on all three pictures starts right before the p of public chat)
Pandamagic used the same location (varrock fountain) to take a picture as squidmeister did
Same low effort title for selling the accounts
Threads are the same layout - short paragraph at start then three pictures and that's it
Clothing of the accounts were changed right before the photo was taken as you can see in the chatbox of both Squidmeister's photo and Pandamagic's photo it says "you can't select different arms to go with that top - why would Pandamagic have a reason to do this? No one is going to buy an RS account on the basis of default clothing
I'm also not sure but it looks like both accounts are also wearing the same and wielding a shortbox?

So it looks like to me that he changed ip after a while to make a new account, logged in to sell and realised clothes were still the same so went to change clothes then walked back to fountain to take a photo in the same style.
