Opening links in a webbrowser

I tried to make a webbrowser once, failed, and I am thinkin of retry.
But: before I even start off I want to know how to get it to open links in a new window.
It allways opening links in IE instead of MY program:S

What am I suppost to do?

Well, My bad. I didn't release that Vb 08 is similar to .net
I am using VB 08 (same as .net I guess?)
