Yes, you'll need licenses. But you're paid commission based on what people pay for tickets, as well as any winning tickets redeemed in your store that you pay out. It's a great money maker considering they supply everything for you, all you need is the license.

At least this is the case in Ontario. I work at an Ontario Lottery and Gaming (OLG) corporation retailer.
