The information was only changed upon finding my items taken. The password was secure as it was only changed prior to the deal being agreed upon. He doesn't respond after we call him out on his "completion".

Picture Showing skype conversation of him "starting quests". I checked in 3 hours later with no quests completed, my graceful dropped, and my ~5m bank taken.

It's technically possible that those pictures are taken before the service. @A Broken man , log in on the account and confirm the requested quests are not yet completed. Post back here once you have done so.

From what I can see only 1-2 quests are indeed completed. Since ipkz4lyfe has also stolen/dropped OP's items, those quests will not be reimbursed.
