Oneal Account Scam

What Happened:
A long while back, back in April I purchased an account off this user, for a sum of ~20M 07GP. This has now been recovered after a series of events and I believe he is using it for his own personal use now.

I later attempted to sell the account on, but I got scammed for it. I then attempted to recover the account after being scammed, but the details I had been given didn't work, and I got an email reply saying I wasn't the original owner. Here is the email I recieved -

I then ended up pursuing the "creator of the account" which was Oneal.

I got in contact with him, he agreed that he would recover the account for me - http://gyazo.com/119edaae6b63e02dc4bc50071481e0bd

He then had a long, long stretch of inactivity after agreeing to this, almost two months it lasted.

He eventually got back to me, this Friday.

He states that because the person who has the account has had it for so long, Jagex thinks that he is the original owner. This is clearly false, as it even states in the Account Selling section, that accounts can always be recoverable by the original owner. So I feel he has used this anomaly to his advantage, and he is now in possession of the account. He has now also proceeded to delete me from skype, too, adding to the suspiciousness.

I have also noticed a continual experience gain on the account since he has returned to activity.
