99 Hunter is hardcore with a bot, I for one know because me and a friend got 80 hunter legit. It took so long.

The only reason it's such a popular cape is that it provides a lot of money, and many people have the sense to see that.
Too many people bot hunter now days, mainly using easilly detectable free bots, which makes it highly risky to bot Hunter, seeing as so many player mods check the area now.
