Not home IP

Hello again, been trying to take a look at this whenever I got time to investigate. I have found out that my router has SIM card in it, and I cant get fixed broadband to my house (I belive most of people here in Finland has the same issue because the ISP:s will literally sell you only routers like that (mobile), I dont know how to say it better)

What could I possibly do to get my TWC removed? if I truly have to post from a fixed broadband, then I will have my TWC forever, cause thats impossible for me. (we dont even have those plugs at the wall here at home where we can connect the fixed broadband)

Some mod told me I could post here with picture of my ISP bill and pic of my passport? If thats possible, I could do that, but I live with my girlfriend and the ISP bills goes to her name, do I need to post pic of her passport too?
