I have never seen it before.. Dont know the emote either...

 

in the emote a rock appears from the ground, the dude pics up his axe and swings it at the rock and a little piece of it flies in to the air. the guy snaps it from flight and holds it up. the little piece of rock shines a little then he goes back to normal

Must've been a lot of hard work. Jagex should improve Mining like they did to Fletching!

 

I think ive seen that guy before in canifis, only time I ever saw a mining cape

I think it's two 99 stats....
