    you cant get 10hp with other 99 stats in cmb because they all give 1/3 xp to hp

    Yes you can, soul wars or pest control... just use the points of xp.

    I think 99 summoning at lvl 15 with 99 slayer cape would be incredible, even if it has been done its still very very rare..

    ^impossible cuz dungeoneering gives you cmb exp, only account tht hasnt been done: 200m exp in all skillz, goodluck.

    99 Attack, 99 Defence, 99 HP, 1 Strength. I assume no one has bothered with that since having 1 Strength is pretty pointless with 99 Attack and Defence.

    You're absolutely wrong. It is QUITE possible, i have seen numerous level 3 accounts with 99 dung in-game, and i have seen the most popular level 3 skiller, 'Magnus' with his shiny 120 dung cape also, recently in fact. Its a method called leeching.
