    Is it allowed or only positive feedback allowed at this time? I don't mean to attack the person in anyway, simply criticize the quality of the service.

    Yeah if they claimed something which wasn't true. Like a quest in 1 hour but took 2, then you can say that otherwise there isnt much point

    No, you may only leave positive feedback on someone's vouch thread. On their market thread however you may leave negative feedback.
