Need help with upgrading computer [Urgent]

Hi, i'm was planning to play Street fighter 4 on my crappy computer, and it's extremely slow. Seriously it's matrix fighter 4 on my computer. My computer can't even handle the game. Now, i've received around $75 USD ( $81.83 CAN )
from selling my runescape account, and plan to use it on upgrading my computer for a new graphics card and possibly a new processor.
My dad is willing to add in around $100-200, but i just want to be able to get a decent 45-100 frame rate if possible on most latest games, i'll be getting a new computer in around 1-2 years.

    Here are my specs.

    System Model (Motherboard)

    PCCHIPS A13G
Here is the link of the item at newegg, so you get the better idea.
    http://www.newegg.com/Product/ProductReview.aspx?Item=N82E16813185093
It also has a nvidia graphics card

    Processor

    1.80 gigahertz AMD Sempron(tm)Processor 3200+
    256 kilobyte primary memory cache
    256 kilobyte secondary memory cache
    64-bit ready
    Not hyper-threaded

Now, i'm planning not to have such a great card just to be able to play most games on high settings or so. The thing that i'm worried about i don't know if these items are compatiable with my system, and i already have a graphics card built in with my motherboard will my new graphics card acutally replace my graphics card that's included with my mother board? And also, i'm thinking of getting a newer processor, i'm not sure if it's compatiable with the ones i'm choosing.

Here is what i want to get for my system.

    Graphic Card
MSI Radeon HD 4650 600MHZ 512MB 1.0GHZ DDR2 PCIe DVI VGA Video Card

    http://www.ncix.com/products/index.php?sku=36382&vpn=R4650-D512V2&manufacture=MSI/MicroStar

    Processor
    AMD Athlon X2 7550 Dual Core Processor Socket AM2+ 2.5GHZ 3MB 65NM 95W OEM

    http://www.ncix.com/products/?sku=39938

    OR
    AMD Athlon X2 7750 Black Edition Dual Core Processor Socket AM2+ 2.7GHZ 3MB 65NM 95W Retail Box

    http://www.ncix.com/products/index.php?sku=35688&vpn=AD775ZWCGHBOX&manufacture=AMD#CustomerReviews

I don't know how to fix it in myself so my dad will get a friend of his to fix the computer parts up. I see NCIX.com the cheapest site for me and it's also in canada which is where i'm living.

I need some serious help guys, i need to be able to play games with enjoyment not games that make me frurated while i keep trying to put on low settings but despite low, my computer keeps on lagging.

I'll be giving this RS account for the person that is able to help me with my problem, it's to show my gratitude.

Yes, if you buy a video card, it will do all of the processing, not the one built into your motherboard.

The only problem that I can see is that both of the processors use an AM2+ socket, and your motherboard has a AM2 socket. However, AM2+ was built with backwards compatibility, so either of them will work. The only thing is that you will not have the benefits of HyperTransport 3.0 and will be limited to one power plane, but either processor will be fine.

The video card will work perfectly (and ignore what anyone says about PCIe 2.0 - PCIe 1.1 has not yet been maxed by any card on the market, except for maybe the new GTX 285, but you're not using one of those).

Just make sure that you have enough RAM. :)

    Any other questions?

    EDIT:
After talking to you, it seems as though your RAM is fine. I suggest getting the "Black Edition" because it's cheaper, more powerful, and retail, not OEM.

If you have not installed this yet, try looking at how many watts it takes for your graphics card to run. If it takes more watts then your power supply is then it may blow up your power supply and you'll have to buy a new one.

Ah yes, I can't I believe I forgot about that when I was looking on this thread.

If you have a 300W Power Supply or lower I suggest you invest in a new one. A good 500W should do you well.

This is the best one, I think for the price. And in my opinion, Rosewill makes great products so this should do you well. Plus, it has free shipping!

On your power supply there should be a sticker on the side, with some information... look for a number with 'W' at the end, for example you're probably going to have a 200W Power Supply, which is the default for most systems.

Here is a 485W Power Supply which I found for your price, with free shipping. This should help your system greatly, and you'll have no problems with graphics.

If your graphics card is having issues with fitting, I suggest you just simply leave the side panel off of your PC Case, it will even help with cooling.

Good luck in customizing your PC!

    UPDATE!

I saw the UPS truck outside my house, i smelled it while i was sleeping i woke up and ran to the door before the delivery guy came. There he was, sparkling with my Newegg box. I grabbed it, and locked the door and i forgot to sign it LOL.
Anyways, now i'm beside it, and i'm extremely horny, and the girl in the picture doesn't help.

I'ma open up my pc for the first time and finally put it in, i'll also check out my power supply but if my power supply is a 300-400W is it alright for me just to put it in?

Here i go, opening up my pc.
