Need help with a scam report.

I sold an Account to plethix for 31m the account had recovers and the deal me and plethix had was he paid me 11m now and 20m Later as You can see in the vouch below.

I paid me another 10m and is now refusing to pay the extra 10m he owes me.

Bought an account of him, this is a temp vouch, if the account hasn't been recovered in 14 days ill edit this vouch, paid 11M and will be paying 20M in 14 days if this account stays in my hands.

Just wondering what can be done from this point, I have tryed to contact him and work this out but hes making this very hard.

His response:

Not in anyway have I scammed him, was buying his account for 15m stuff went wrong and I asked to cancel trade and he said no ill sell it for 11m, so I went and did that. Since theyd was recovs on the account I said, when 14 days have past I will give you an extra 10m. I have been short of rsgp latley and told him Im purchasing some and will give him more, in total I have given him 21m, which is 10m more than he wanted, I just cant see why he wont be patient until I get the gold.

Its been 3 Weeks, A deal is a deal.

If wasn't able to get the cash he shouldn't have even offerd and if I new it was going to come to this I wouldn't have sold him the account.
