[Need Help] Not a Dispute or Ban, But Confused

Hello Sythe Admins/Moderators,

I was just wanting to create an account on here (I don't believe I have an existing account, due to the fact that I was told my user didn't exist (email wise).

But when I went to create an account It told me there were user's who were already using the ip address. I'd like to clear that up considering I live on a Navy Base In Pensacola Fl.

So Am I able to create an account on these forums, or because there are already sailors or have been fellow sailors before me that created accounts on the ISP we are provided on base this makes this impossible.
