Need help 07 dragon pickaxe

If I got 61 mining, Do I also need 60 attack to mine with the d pick ?

Nope, you only need 61 mining to use the pick.

 

You won't be able to wield it but you can keep it in your inventory and use it

 

Yep just keep it in your inventory and you'll automatically use it. I think it's worth getting 60 attack to wield it though, since you'll get more ore per trip. Good luck!
