The game uses Source Engine 1.0 which is very old and is poorly optimized.

    Specs:

    I5 3.2ghz
    8GB Ram
    GTX 770

Could be the engine maybe? Like what was the name of the game, and have you tried looking it up and seeing if other players are having the same issues too?

Try running it in compatibility mode for an older OS. Older games typically have issues running on newer systems, just because they're actually too fast. You could try putting a frame limiter on it too, should be in the settings.

Latency could be a reason if you are playing over a network. What latency basically means,is, the time delay between your sending a request to the server and the response generated from the server back to you. So if your delay is for instance, 100ms (miliseconds) then this actually means when you perform a certain action like jumping or shooting or even typing, your action is inputted to the host server and it is returned to you with the appropriate animation from the server in ~100ms. In real time, if there are other people on the same network, depending on their latency with respect to yours, you may observe "frame skips". i.e In FPS games, If you peeked a corner, did not spot anyone, so you went back. When you went back safely behind the corner in cover, you suddenly got shot. In your screen you checked the corner and pulled back. However, In their screen they saw you and shot you. You skipped the frame where they peeked at the same time as you were about to pull back. This is because the retreating instance' request was received to you after a certain interval during which the other person peeked and shot you.
I hope my answer helped you out with understanding ONE of the few reasons why a game skips frames at times.
