    Why you think they are ban evading (just an IP audit match is NOT ENOUGH!:
    Their skype "Moe_995" that is seen in this thread http://www.sythe.org/name-sales/1745639-selling-unique-rare-name.html#post13799255 is posted in the skype scammers list http://www.sythe.org/market-discussion/1653933-known-skype-scammers-do-not-trade-list.html

    Also when you click the skype name in the skype scammers thread above, it leads to this report on Richtwo http://www.sythe.org/report-scammer-archive/1661554-richtwo.html
