0 - Was owned by Tony then the information was sold to Ricky/Lion, Tony tried to recover it back, then Ricky spammed the recovery information all over the web = permanent lock
3 - Questionable on his/her gender, uses fake pictures of other females/Guys claiming that it's her - name is Lydia/Jordan
G - Was originally recovered by myself, later handed down to Ricky, In which it got deleted after he sold it for 4b by Mod Chrisso

I know for a fact the name Jake was willingly given up by the rightful owner of the account, and transferred with the help of a Jmod. That little tidbit makes me question the validity of the rest of your claims

There was no rightful owner at the time, the account was recovered. While the name was being sold/held by the recoverer it was confiscated and given to the current Jake.
