    How do you make sparkles like that? Like they blend in with the background somehow, someone help me plz lol...

    put on lighten and lower opacity

    and by the way,, that looks like splatter brush..

    so splatter brush and put on linear dodge ( for more color ) and lowe the opacity

    I'd say use a scatter brush, blur it, then change blend mode/opacity.

    OK its either a splatter brush on linear dodge/screen lowered opacity.
    or a space stock on linear dodge/screen lowered opacity.

    If you want a certain colour for it, either ctrl+u and change hue. or new layer, fill layer with the colour you want, put it on colour right click and go to create clipping mask.
