Serve 100 hours of community service and a heavy fine, in my opinion. Thieves do not deserve pity, unless they were trying to do something noble with the cash. They weren't.
I'd normally suggest jail, but as they were minors, I doubt they'd get jail time.

Sure they didn't get away with a lot of money, but imagine they succeeded in buying shit worth thousands of dollars. How would you feel then?
