My Brother scammed using my IP!

Why in the world when I read ban appeals a good lot of them says something like "My friend scammed while I went to the bathroom", or "My brother scammed some people using my IP"... can I get an appeal?

Don't they see thats the most common denied -- and most idiotic excuse?
