Mustang attempted scam and duping competitors

I said this and I'll repeat it. This report isn't personal. These scummy trading businesses need to be addressed for the sake of future buyers not getting duped by these types of malpractices but also because giving false quotes creates an unfair advantage towards competing gold sellers. Fake quoting -> less is covered and competitors get fraudulently outcompeted. Concretely: had I known that you wanted to sell for .40 instead of .42, I would have sold to Yeti who had a better quote.

Don't mess around with verifications. If someone asks you to verify your ign type out the whole damn name.

    Scammer's profile link: Mustang
    Amount scammed: none

Proof that it's their Discord: UID
Explanation of the trade: In chronological order:
-I was looking to sell 500m and looking for quotes. Got some quotes. Mustang's was the best (0.42)
-Proceeded to trade, here he avoided giving his ign first and then gave the wrong IGN, after which he played it off like it's no biggie. While we all know how many people got scammed this way.
-Paid 10$ less than agreed to, which ends up quoting the trade at the rate: 0.40. When confronting him, he told me three things. To summarize that: 1. the 10$ (-.02 rate) was for the BTC fee expenses 2. It's a common trading custom that the seller covers fees 3. it's on me because I shouldn've asked whether I have to cover fee expenses or nah
-I contacted some other gold selling friends and they confirmed that's not the trading custom. And Mustang should and does know that. He's an experienced gold seller on this site so he knows what the customs are. Buyer covers fees unless mentioned and agreed otherwise before the trade.
-Anyway, he kept playing it off like "ah whatever bad luck mate"
-I told him I'd report him and he instantly told me to come to the location to pay me.
    How they scammed:
    -Tried to scum over "fees"
    -Attempted giving a false ign
    Other relevant trade screenshots:

    Fake ign: image

Should be 210$ instead of 200$, also the tax argument and 'this is consensus lol', while literally nobody trades like this and you know it: image

Asking him to pay the additional 10$, casually ignores it saying that I should've asked: image

Me asking him to pay me again. Then I threaten to report him. Now he complies: image

Deliberating for a clarification on the rule:

    [Section Rules] RuneScape Gold Exchange

I will report here whether the staff finds a clarification is in order to include a clause addressing fee liability.

I'd like to make a general argument that you guys can take into consideration:

The custom is and always should be: the buyer covers the fee unless a deviation is agreed upon prior to the trade.

Some simple reasons why this is and should always stay the case: because otherwise the buyer can choose a payment platform with disproportionate fees, duping the seller who has no control over what he gets. In addition, the seller will not have certainty on what he's getting before the trade, especially new sellers will get discouraged after trading. In addition, it opens a window for buyers to lie about high fees and profit of it.
Lastly, contractual obligations: if you promise to deliver something, you are responsible for this to be delivered or else a debt is created. This is nothing out of the ordinary and is normal in any form of private law all around the world.

@President @Mustang after deliberation, staff will enforce a 30-day TWC on Mustang for the sketchy behavior of refusal to arbitrate fees and to supply necessary information to complete an initiated trade. Also the rule quoted above will be revised to the following verbiage:

Despite the clarification over offers and quotes as it pertains to fees, we still encourage future trades to include an explicit agreement over fees.
