It's not about that. Merit-base pay is paying teachers based on the improvements and test scores of their students. It doesn't really bias students, but the teachers.

I don't agree with it, I was just replying to what he said on students that mess around. If it were ever to come in place, the improvement of the students would have to be crucial, also, the teachers should be able to kick out students from their classes if they do not put in the effort (goof around all the time, etc)
