This is my High Pardon after 2 recent Ban disputes, I was advised by Dave in the last ban Dispute to make a high pardon instead.

So I was basically banned on a Paypal chargeback from someone I paid for 26M 07 RSGP.
I have tried contacting the user several times since Mid-January and not received a single response. I also asked Video to PM him and let me know if he responds, Still nothing.
I just want to be unbanned now, as soon as i got response from Cabana (The victimn) I will cover he's losses, thank you!
