Well....Here goes, written all from memory...This is my second guide. (C) scottgreen.
Well, this one is kinda obvious, but whatever...
Since the update, you need to make your pure's money on the actual account. Here's an easy way. First thing, head off to The Stronghold of Security, which is located north of Edgeville, in the middle of Barbarian Village.
Now go over to the river and get some free trout/salmon from the powerfishers. If it's not already cooked, get some assist.
Head through the Stronghold, eating when nessecary. Once you have the 10k and you're at the end, quickly also do the Stronghold of Player Saftey, so you have 20k.
Now, walk to the grand exchange.
Buy as many rune essence as you can with the 20k, but remember to also buy an air tiara. Then walk to Falador, and hop to world 16.
Then equip the air tiara, grab 28 rune ess and walk to the air altar. Get assist from someone who can do 7x or more, and bank. Grab 28 more rune essence etc. Repeat.
Once you use up all those rune essence, buy more from the Grand Exchange and repeat.
Fairly quickly you should have enough for your pures to start off, because your money multiplies rather quick.
