Magic secateurs

I was wondering if anyone here knows that the magic secateurs effect is still working if you have not finished the quest? Somehwere in the last part you get them enchanted by the nature spirit, so they are magic secateurs. I am not sure if they still give 10% better harvest then? Reason I can't finish the quest is because it gives attack exp and I cannot receive that for own reasons, but I still want the magic secateurs for farming inbetween slayer rounds

If anyone knows and can answer this I will be very thankfull!

I don't think they do.

There was a report around 2010 that this didn't work, whether it was an update to make sure it didn't or if it had always been this way will confirm whether or not this is the case in 2007.
