11 prayer is from the prayer exp that you get as a reward from completing priest in peril. I don't think I am going to get 31 prayer for awhile, because of the combat levels that it gives. However, every pure chooses on their own how high they want to get prayer. As to making one, I would highly recommend it, they are fun to make and play on, and you meet lots of fun and interesting people in the process. Quests are the only boring part =/

I sorta recommend getting 13 prayer, but that's your choice.
