Could be the fact that this is a gravedig from over a year ago. I would assume the lowest level with a fire cape would be someone who got a stat reset. But this thread wasn't made when they were doing that, so yea.

I have seen a lvl 23 with a firecape in waterfall dung blasting away at firegiants...he must have been rolled back

lowest possible lvl to do it are 44 pray and 70range with 10hp anything . Thats 42cb. So i think its pretty impossible with anything lower

Possible with 40hp, 50 ranged, 40 prayer = Combat 39.

Lowest level i've seen with fire cape is like level 27 or something, but that's because the person was rolled back.

i was level 17 but i got reset so i guess it dont count
