Skillets Banned

I was recently banned on my account username skillets. A indvidual traded me $30 pp for a ikov account then had some problems and had to refund it cause of his paypal he then said i deleted him. In which i did but i deleted him before he asked for a refund and havent been on yet, i was more then willing to resend him the $30 he sent me. But i recently tried to log into the ikov account and it says the password has changed and i can no longer use that account so i do not feel as if he deserves a refund. But if i have to refund him even though i do not have the account i will so that i can get my sythe account back.
