Need someone to Design me a Website!

Might help if you post your budget. $40 is a lot different incentive than say $350.

Appreciate the suggestion, my budget directly correlates with the talent & skill of the web designer i'm working with!

With that said, I don't have a set budget, someone who can show me creative and professional work will not be disappointed with the amount I'm willing to pay.

We're you interested in offering your services?

Add me on skype to discuss : RS3GoldMart

In regards to: Make buyer accept ToS before taking to payment

Just have in the ToS something like, By purchasing this product you automatically agree to accepting our Terms?

Try contacting Dialatic, he does nice Web Dev.

Most cart frameworks usually have this anyway. Unless OP is looking for a custom one

Some popular cart software you can look into
magento
opencart
shopify

easy to setup, they have a default site layout and you can design elements based on that.
